What if someone came up with an idea, that could make a server 100% hacker proof?

But did not have the skil or the money to make it.

what should he do then?

How developed is this idea?  A few sentence on a notepad is mostly worthless.  A fully formed business/research plan with exhaustive research is actually getting to be worth something.  But still not that much without the work to make it reality.  Sometimes ideas on paper look amazing.  Then you actually build the prototype and it is stupid or unfeasible.

From a encryption stand point nothing is hacker proof in theory. If someone designs it another person can reverse engineer it. Over time tech will become faster and someone would develop a tool to crack it. Once you put out the hash algorithm you just gave someone unlimited amount of time to crack it in theory. Therefore, eventually brute force would break any encryption.
